95 plymouth neon runs rich, and tries to sputter and die at low speed?

my 95 plymouth is running rich. i figured its in the egr system, or the o2 sensor. but how do you tell the difference between them. theres 2 oxygen sensors(one on manafold,and one one the exaust pipe)it only tries to die at a slow speed(0-15 mph.)
