In the spy world, is it sacralige to cause leaks on purpose?

if there is a person of interest, and he is over watched by people who have sensative information and the competition decide to follow them, is that a violation of national security?? the agents are exposed, the same that inventory ICBM's and such. the location of WMD's in the states exposed, should they go to trial for being doulbe agents or treasonous behavior? either they are incompentent or traitorous.
