Are Indian Nations sovereign? And, do they have a legitimate legal claim to get their land back?

Indians have full soveriegnty but do not have 100% ability of getting land back. That's why it's legal for Indians to have Casinos on land that they claim. They are also soverign because they can not be drafted into service like normal americans because they are sovereign.
