Has any one noticed that babies are in power?

In the UN, the American delegation vacated their seats during the Iranian president's speech and during President Bush's speech the Iranian president removed his ear piece. Is this a childish waste of the UN's time or does this tactic serve a political purpose that I'm unaware of?
