This poem is about writing a poem. Keats is worried that he'll never be able to write about everything he's thinking. It appears that he allows his fears to overcome him, or at least finds a way to get away from them, on the shore of the wide world, standing alone, he looks at everything in a detached way and lets it all go. Maybe then he goes back a writes about all those nice characters and romance and stuff.
